Nuclear arms limitation talks must take place among the United States, Russia, and China

On July 22, U.S. Secretary of State Rubio reiterated during his participation in the ASEAN Foreign Ministers' Summit: "If we truly intend to explore nuclear arms limitations in the 21st century, the negotiations must be trilateral, involving the United States, Russia, and China. China is rapidly expanding its nuclear arsenal."

Rubio also mentioned China's concerns: China might believe that it will only join such negotiations once its nuclear capabilities reach a level comparable to those of the United States and Russia.

To be fair, Rubio does seem to understand our perspective—or at least considers things from China’s standpoint. How can you talk about nuclear arms control if you’re not on the same level? Either the U.S. and Russia should first reduce their nuclear arsenals down to China’s level before any discussion begins!
