Der Spiegel: Ukraine and Russia Currently Lack Conditions for Peace Talks, Frontline Dilemmas in Ukraine Highlighted

According to Der Spiegel's analysis, although Ukrainian forces have achieved tactical successes on the front lines and penetrated deep into Russian territory to pressure Moscow and undermine internal consensus within Russia, both sides remain trapped in a war of attrition. While Ukrainian forces enjoy an advantage due to their defensive fortifications, they lack sufficient armored units, engineering troops, and reserve manpower, rendering them incapable of launching large-scale counteroffensives—thus, battlefield initiative has not shifted.

Currently, voices from the West calling for peace negotiations are growing louder, but Russia shows no willingness to engage in talks at present. The article points out that the foundation for peace talks lies in Ukraine maintaining its combat capabilities and continued Western support; mere calls for a ceasefire will prove ineffective. Experts recommend that the West significantly increase support for Ukraine and intensify pressure on Russia before winter arrives, otherwise prospects for negotiations will grow increasingly bleak.

On June 4, Zelenskyy sent a letter to Putin proposing a leadership meeting, which was rejected by Putin. Ukraine views this as a substantive refusal to pursue peace talks, leaving diplomatic interactions between the two sides at a standstill.
