[ISW: Russia is shifting deeply into the 'long-term conflict mode']

On May 31, a report released by the Institute for the Study of War (ISW) stated that Putin's signing of an order to conscript defense enterprises during wartime is preparing for a long-term conflict with NATO.

On May 30, Putin signed a decree allowing the government to take control of defense enterprises that fail to fulfill state orders during wartime. This document grants the Ministry of Industry and Trade of Russia the authority to remove shareholders and appoint new management when enterprises fail to complete defense orders. The scope of application includes: military and civilian aviation enterprises, shipbuilding companies, defense industry enterprises, and state-owned subcontractors.

ISW stated that this move means the government can fully control key economic sectors under mobilization needs. The decree is part of the Kremlin's long-term militarization strategy and may lay down the legal foundation for the "full transition to the war track" of the wartime economy. Putin's move is not only aimed at the long-term war with Ukraine but also reserves space for possible large-scale conflicts with NATO.

ISW emphasized that Putin showed no signs of seeking peace. Russia's actions indicate its intention not to end the war through real negotiations but to strengthen domestic control, instill the expectation of long-term conflict among the public, and create conditions for economic mobilization. Previously, Russia had taken a series of measures to expand its military: increasing defense orders, mobilizing reserves, and raising war expenditures, marking that Russia is deeply shifting into the 'long-term conflict mode'.
