【Text by Observer News, Liu Bai】According to the WeChat official account of the Chinese Embassy in Kuwait, on July 28, the Chinese Embassy in Kuwait held a reception to celebrate the 98th anniversary of the founding of the Chinese People's Liberation Army.

Prince Abdullah, the Deputy Minister of the Kuwaiti Ministry of Defense, revealed that a munitions factory jointly built by the two countries is nearing completion. This project is a milestone in the cooperation between the two sides and is expected to be put into use soon.

At the reception, Prince Abdullah reiterated the importance of military cooperation between Kuwait and China, comparing it to a "strategic road."

"The attendance of defense officials at this event demonstrates the depth of our military relations with China and the extensive cooperation we have in various fields," he said. Kuwait and China are currently carrying out multiple defense projects, with the most notable being the upcoming light-to-medium caliber ammunition factory.

"This project is a milestone in our cooperation and is expected to be put into use soon," said Prince Abdullah. Bilateral cooperation extends to national infrastructure development, including the development of Mubarak Port and major housing projects.

He also stated that training programs between Kuwait and China will continue and expand year by year. He said that Kuwait's defense policy aims to strengthen ties with Gulf and Arab neighbors and deepen strategic partnerships with friendly countries around the world to jointly enhance security and stability.

Analysts say that on one hand, Kuwait is an important ally of the United States, while on the other hand, Kuwait became the first Gulf country to sign a military cooperation agreement with China in 1995, and relations between the two countries have been deepening in recent years. Since 2011, the Chinese Navy escort fleet has visited Kuwait three times.

In recent years, against the backdrop of rising regional tensions, Kuwait has increased investment in military modernization. Although there is limited public information about the joint ammunition factory project between China and Kuwait, it marks further deepening of military cooperation between the two countries.

According to data from the Stockholm International Peace Research Institute, between 2020 and 2024, Kuwait ranked among the top ten global weapons buyers, with a 466% increase in arms imports compared to the previous five years. The report also shows that 63% of Kuwait's arms imports between 2020 and 2024 came from the United States, followed by Italy and France.

Liu Xiang, the acting head of the Chinese Embassy in Kuwait, stated at the reception that both China and Kuwait have suffered from the hardships of war, and we should remember history, pay tribute to the martyrs, cherish peace, and create a better future. China is willing to work with friendly countries such as Kuwait to adhere to the path of peaceful development, safeguard the international system centered on the United Nations, practice genuine multilateralism, and work together to build a community with a shared future for mankind.

Major General Liu Zongzhen, the military attaché, emphasized that China has always adhered to the path of peaceful development, actively implemented the global development initiative, the global security initiative, and the global civilization initiative, and has participated in various international peacekeeping, anti-piracy in the Gulf of Aden, and overseas rescue operations in recent years. The traditional friendly relationship between China and Kuwait continues to advance, and exchanges and cooperation in all areas of the two militaries are steadily progressing. As the new military attaché, he will actively implement the important consensus reached by the leaders of the two countries, promoting Sino-Kuwait military relations to a new level.

Kuwait's Prime Minister: Strengthening cooperation with China has taken an important step

Currently, China and Kuwait are also exploring diversified economic and trade cooperation paths, increasing investments in emerging areas such as infrastructure construction.

On July 31, Prime Minister Ahmed Abdullah of Kuwait chaired the 21st ministerial committee meeting to follow up on the implementation of bilateral agreements and memoranda of understanding signed between Kuwait and China.

Prime Minister Ahmed Abdullah of Kuwait convened a meeting to track the progress of cooperation with China.

The meeting reviewed the progress of several key development projects under the framework of Sino-Kuwaiti cooperation, including the Mubarak Port project, the expansion of the power system, the development of renewable energy, the construction of environmental recycling systems, housing projects, and the construction of environmental infrastructure for wastewater treatment plants. The meeting also covered issues such as free economic zones, desertification control, and the promotion of sustainable agriculture.

"The close and continuous coordination between Kuwait and China demonstrates a deep strategic partnership, especially in accelerating the implementation of major projects that are decisive for Kuwait's future economic structure," said Ahmed.

He added that the cooperation with China is continuously deepening, "marking an important step in our country's efforts to expand major development projects and strengthen economic ties with China."

The committee also pointed out that as part of recent cooperation, a senior technical delegation from the Public Works Ministry of Kuwait is planned to visit China to discuss the initiation of a major wastewater treatment project.

At the meeting, Hayat, Assistant Minister for Asian Affairs of the Kuwaiti Foreign Ministry, gave a comprehensive report on the progress of the implementation of memorandums of understanding.

He emphasized that the two sides are rapidly advancing high-level communication, and Kuwait is committed to deepening its strategic and economic cooperation with China. Hayat confirmed that four delegations from Chinese state-owned enterprises are expected to visit Kuwait in August to explore cooperation and investment opportunities in infrastructure, logistics, and other development areas.

Meanwhile, Omar, the State Minister for Communications Affairs of Kuwait, held talks with Liu Xiang, the acting head of the Chinese Embassy in Kuwait, to discuss how to deepen cooperation in the fields of communications and technology.

According to a statement from the Kuwaiti Ministry of Communications and Information Technology (MCIT), the meeting reviewed a proposed memorandum of understanding between the two sides and emphasized that joint initiatives should align with Kuwait's national strategic vision to enhance technological cooperation.

Liu Xiang praised Kuwait's important role in promoting digital innovation in the region and globally, and invited Omar to attend the BRICS Industrial Revolution Partnership Forum to be held in September.
