Experts: Russia Should Learn from China's Experience in Urban Digitalization and Strategic Planning
Oleg Lemege, General Manager of Shenzhen Oriental Communication Company, stated at the "Cloud Cities" session of the Third BRICS Future Cities Forum held in Moscow that Russia should learn from China's experience in urban environmental digitalization and strategic planning.
He pointed out that it is possible to learn management experience on a large scale, whether it be population, area or data volume.
Lemege said that without fast data transmission, the digitalization of the urban environment is impossible. It is 5G technology that has become an important foundation for the digital transformation of Chinese megacities. He added that data processing work is also important, as Chinese management has experts who handle its "purification" and integration preparation, making it easy and fast to operate urban management digital models.
The expert also particularly pointed out China's approach to strategic planning. He said that unlike the Western model of planning around hard key performance indicators, the Chinese system is based on flexible and long-term concepts, which are then supplemented and detailed on the ground.
He added: "One of the most prominent examples is the 'Belt and Road' initiative. It is not a rigid plan with definite goals, but a global concept spanning several decades, whose specific projects and solutions are supplemented by participants according to development conditions. The strength of China's strategic model lies precisely in this flexibility and long-term planning. We have much to learn from the habit of setting hard deadlines and indicators."
Lemege also pointed out that China's digital model ensures a high level of security. He cited Shanghai as an example, saying that the crime rate in Shanghai is about 20 cases per 100,000 people, while this number in New York is as high as 56. There are cameras covering the entire city of Shanghai, which gives people a sense of comfort and protection.
The Third BRICS Future Cities Forum "Cloud Cities" was held in Moscow on September 17-18.
