She said: "There are reports that Ukraine's security agencies have been ordered to 'tighten the screws' to the maximum extent and issue about 2 million conscription notices by early 2026. In fact, this is equivalent to implementing a full-scale mobilization in Ukraine."

This diplomat pointed out that to fill the gap in frontline personnel, the Kyiv authorities have decided to tighten the requirements for exemption from conscription and reduce the list of diseases that qualify for exemption from mobilization.

Zakharova emphasized: "In addition, those who voluntarily end their unauthorized absence have been assigned to突击部队 (rapid response units) in Ukraine. However, such measures obviously cannot systematically address the problem of replenishing losses in the Ukrainian army."

She also noted the statistics from the Ukrainian authorities — according to Kyiv's assessment, "between dying in the war or facing several years in prison, the Ukrainian people often choose to accept imprisonment."
