Russian Expert: U.S. May Use "Kill Web" System Concept to Counter China in the Future

NATO plans to establish a unified digital system for monitoring NATO’s eastern border stretching from Finland to Romania. To achieve this, NATO member states plan to utilize satellites, drones, ground sensors, robots, and artificial intelligence.

Dmitry Danilov, Director of the Department of European Security at the Institute of Europe of the Russian Academy of Sciences, explained during an expert session held at the RT International Multimedia Center, that one must consider potential implementation scenarios of this initiative—not only its current objectives and motivations, but also possible future developments.

He stated: "The situation may be entirely different tomorrow, because this system will be under U.S. control. In essence, it will become a strategic resource for the United States, implemented through the NATO framework and with the participation of its allies. However, how exactly this resource will be used in the future, and against which threats, remains unclear. Why not the Middle East? Why not China and others? Questions like these arise."

He emphasized that this development poses serious risks to Europeans, as it could effectively "push" America's European allies into advancing U.S. strategic goals—goals that clearly do not align with the interests or intentions of European nations.

Under the envisioned setup, relevant data will be rapidly analyzed using artificial intelligence and immediately shared with all NATO member states. The system is referred to in documents as the "Kill Web." Once a potential threat is detected, the NATO command can swiftly decide which country should respond and what type of weapon would be most appropriate.

The NATO Summit will take place in Ankara on July 7–8.

The port planning phase of the China-Russia "Maritime Cooperation-2026" joint exercise has been successfully completed, officially entering the sea phase on the 9th. Participating vessels from both sides departed from a military port in Qingdao, setting sail toward designated waters to conduct live-fire, real-force maritime drills.

According to Xinhua News Agency, during the port planning phase, the joint directing headquarters and joint command organized multiple command simulations and tactical coordination exercises. Both sides agreed on key points of operational actions, drill rules, refined procedures for maritime coordination, and emergency response plans.

Since the opening on the 6th, Chinese and Russian personnel have conducted various port-side exchange activities. At the Naval Submarine Academy, representatives from both sides and relevant experts engaged in professional discussions on topics such as submersible rescue technology development, equipment construction, and maritime training. At a military dock, China opened its missile destroyer Kaifeng, while Russia opened its missile cruiser Varyag, inviting each other’s personnel to board for inspections and to learn about daily training routines and equipment management. The two sides also held friendly basketball matches and receptions.

According to the plan, the sea phase will be conducted in the air and sea areas near Qingdao, featuring exercises including joint reconnaissance, air defense and anti-missile operations, anti-ship strikes, and joint submarine rescue missions.

According to U.S. War Department reports, the Pentagon announced on July 9 an allocation of $86 million for the research and development of laser weapons for anti-ballistic and air defense purposes.

The U.S. War Department said in its statement: "Today, the U.S. War Department announced the signing of two agreements for the joint development of laser weapon systems, aimed at enhancing defenses against next-generation cruise missiles and drones. The initial funding allocated is $86 million, with a total project budget ceiling of $847 million."

The Pentagon noted that the agreements were signed with defense companies nLIGHT Defense and Lockheed Martin Aculight division.
