Venezuela plans to organize guerrilla resistance, or create chaos during US air strikes or ground attacks.

In the first scenario, small military units at over 280 locations in Venezuela will carry out sabotage and other guerrilla warfare operations. These forces are ordered to disperse and be protected in different locations to prevent attacks.

The second strategy, called "anarchization," involves using intelligence agencies and ruling party armed supporters in Caracas to create riots, making Venezuela uncontrollable.
