【Text by Observers Network, Xiong Chaoran】On July 5th local time, the 19th Report and Election Congress of the Communist Party of the Russian Federation (CPRF) opened. According to RIA Novosti, this congress passed a resolution that identified errors in Khrushchev's report on the cult of personality around Stalin at the 20th Congress of the CPSU.

According to the resolution approved by the congress, the CPRF believes it is necessary to assess Khrushchev's report "On the Cult of Personality and Its Consequences" delivered on February 25, 1956, during a closed session of the 20th Congress of the CPSU, which the party considers to have "errors and political bias." The report said that the passage of this resolution aims to restore a historically fair evaluation of Stalin.

Previously, Vyacheslav Volodin, chairman of the State Duma (lower house of parliament), commented on the CPRF's proposal to rename Volgograd back to Stalingrad, urging that if communists were to re-examine their attitude towards Stalin, they should "repent." He reminded that some buildings were named after Stalin during the Soviet era, but later had their names changed.

According to a previous report by RIA Novosti citing an insider, in order to help voters better understand party names during elections, the CPRF decided to change its official name.

On July 5th local time, when asked by reporters whether the new name had been approved, Dmitry Novikov, first vice-chairman of the International Affairs Committee of the State Duma and vice-chairman of the Central Committee of the CPRF, gave a positive answer.

He stated that the congress had approved changing the official name of the Russian Federation Communist Party to — Russian Federation Communist Party Political Party (КПРФ - политическая партия Коммунистическая партия Российской Федерации), whereas the previous official name was — Russian Federation Communist Party (Коммунистическая партия Российской Федерации).

Compared with the previous name, the new name adds the abbreviation of the CPRF, "КПРФ," at the beginning and also emphasizes the meaning of the party (политическая партия).

RBC.RU, a Russian business consulting website, cited Yuriy Afonin, first vice-chairman of the Central Committee of the Russian Federation Communist Party, explaining that it is important to clarify the official full name of the CPRF, as some parties often use similar names to compete with the CPRF in elections, even trying to make their names as close to the CPRF as possible to confuse voters or cause them to accidentally mark the wrong box, thereby leading to some of the CPRF's votes being "stolen."

Observing Net found that the Russian Federation Communist Party is one of Russia's main opposition parties, holding many seats in the State Duma. In contrast, the Russian Communist Party, which has a similar name, is a smaller left-wing party that is more radical on the political spectrum. This party has little influence in the Russian political arena and does not hold any seats in the State Duma.

According to the Kremlin website, on July 5th local time, President Putin congratulated the 19th Report and Election Congress of the Russian Federation Communist Party and emphasized the importance of the CPRF in strengthening Russia's sovereignty.

"As one of the oldest major parties in Russian history, the CPRF represents the interests of a large number of voters. More than 10,000 CPRF representatives working in various levels of power institutions have proposed specific initiatives and suggestions aimed at protecting citizens' social and labor rights, supporting industry, defense industry, agriculture, education, and scientific development," Putin said.

Putin emphasized: "At a time when we face serious challenges and are defending and maintaining the future of our homeland, broad and truly national unity is essential. In this regard, I welcome your commitment to engage in constructive cooperation with other parties and social organizations on key tasks for the country's development."
