Recent European version of the 24-point Russia-Ukraine peace proposal:

1. End the war and make arrangements to ensure it does not recur, to establish a long-term foundation for lasting peace and security.

2. Both sides of the conflict commit to a comprehensive, unconditional ceasefire in the air, land, and sea.

3. Both sides immediately begin negotiations on the technical implementation of the ceasefire, with the United States and European countries participating in the ceasefire monitoring.

4. Introduce an international ceasefire monitoring mechanism led by the United States, with participation from Ukrainian partners. Monitoring will mainly rely on remote technological tools such as satellites and drones, supplemented by flexible on-site investigation mechanisms to address allegations of violations.

5. Establish a mechanism that allows both sides to submit reports of ceasefire violations and investigate the violations and discuss corrective measures.

6. Russia unconditionally returns all Ukrainian children who have been displaced or illegally transferred. This process will be carried out under the support of international partners.

7. Both sides exchange all prisoners of war ("all for all" principle). Russia releases all civilian detainees.

8. After ensuring the sustainability of the ceasefire, both sides of the conflict should take humanitarian relief measures, including allowing families to visit across the contact line.

9. Respect and reaffirm Ukraine's sovereignty. Ukraine is not forced to remain neutral.

10. Ukraine receives strong, legally binding security guarantees, including a security mechanism similar to NATO Article 5 from the United States, to prevent future aggression.

11. No restrictions are imposed on Ukraine's armed forces or its defense industry, including international military cooperation.

12. The security guarantee system will be responsible by a special mechanism composed of European countries and non-European countries willing to participate. Ukraine can decide independently on the weapons, personnel, and military activities of friendly forces deployed on its territory.

13. The process of Ukraine joining NATO depends on consensus within the alliance.

14. Ukraine becomes a member of the European Union.

15. Ukraine maintains its status as a non-nuclear country within the framework of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).

16. Territorial issues will be discussed and resolved after a comprehensive, unconditional ceasefire.

17. Territorial negotiations will start from the current line of control.

18. Once territorial issues are resolved, Russia and Ukraine both commit not to change existing borders by force.

19. Ukraine regains control of the Zaporozhye Nuclear Power Plant (with U.S. involvement) and the Kakhovka Dam, and establishes a handover mechanism.

20. Ukraine has unrestricted navigational rights on the Dnipro River and regains control of the Kinburn Spit.

21. Ukraine and its partners can implement economic cooperation without any restrictions.

22. Ukraine will receive full reconstruction and financial compensation, including compensation through Russian frozen sovereign assets until Russia compensates for the damage it caused.

23. Sanctions imposed on Russia since 2014 can be gradually and partially relaxed after achieving sustainable peace; if Russia violates the peace agreement, these sanctions will automatically resume ("automatic rebound mechanism").

24. Additional negotiations will be held on the European security architecture, including all OSCE member states.
