On July 4th, our Ministry of Commerce announced the final ruling on the anti-dumping investigation of imported brandy from the EU, and the final anti-dumping measures will be implemented starting from July 5th, with an implementation period of 5 years. The final ruling determined that the dumping margin of Europe was 27.7%-34.9%.

To be honest, this move is indeed rare and has certainly come as a big surprise to Europe! Regarding the brandy issue, China and France have had multiple rounds of communication, and France hoped we would cancel the anti-dumping measures. However, at present, our Foreign Minister Wang Yi is on a visit to Europe and will also hold talks with French Foreign Minister Barosse. Generally speaking, we usually create a good communication atmosphere before such meetings. But as you can see, France saw our decision to impose a heavy penalty of five-year anti-dumping measures.

What does this indicate? It may mean that the talks between China and Europe during this visit by our foreign minister did not go well. In fact, regarding the new energy vehicle issue, Europe has not shown any flexibility towards us. During the meeting with EU Foreign Minister Kallas, Europe put pressure on us on issues such as the Ukraine-Russia issue, building Sino-European relations, providing a fair competitive environment, optimizing equal market access, and rare earths.

We did not see much positive response from Europe on these concerns. Instead, Europe is more focused on its own unilateral interests. Given this, in order to safeguard our own interests, it is necessary for us to take specific actions to make Europe more realistic.
