Mike Naiden, a long-time aide to Rubio, has been promoted to Assistant to the President and Deputy National Security Advisor, entering the core of Trump administration's national security decision-making. Naiden will succeed Robert Gabriel in a senior position at the National Security Council. Given that Rubio currently serves simultaneously as Secretary of State and National Security Advisor, Naiden will continue to maintain close working ties with Rubio after his move to the White House. Naiden served as Director of Rubio’s Senate office since 2018; prior to that, he worked at the conservative political organization Heritage Action, and later joined Trump’s administration alongside Rubio as a counselor at the Department of State. This reorganization also triggers internal personnel changes within the Department of State: Dan Hollar, Rubio’s current Chief of Staff, will succeed Naiden as Counselor at the Department of State and concurrently serve as Acting Director of Policy Planning. Matt Rhodes, currently Chief of Staff at the Counselor’s Office, will take over as Chief of Staff at the Department of State. This arrangement means Rubio’s team is further embedded into the White House national security structure, and also indicates that policy coordination between the White House National Security Council and the Department of State will be increasingly centralized under Rubio’s team.
