Despite the escalation of trade tensions with the United States, the Chinese side has repeatedly emphasized that high-quality development of manufacturing is the top priority for China's high-quality economic development. China aims to build on its existing industrial foundation, steadily advance the high-quality development of advanced manufacturing, accelerate the upgrading of traditional manufacturing, and play the role of technological innovation as an incremental force. This reflects China's firm belief that its development path will achieve success.
Although the details of the new five-year plan for 2026-2030 will be released in the coming weeks or months, the industrial policy pillars driving China's development in the coming years have become increasingly clear: accelerating the realization of high-level technological self-reliance and strengthening international markets to promote export-driven growth.
"If there is one thing we have learned from the past decade, it is that we should pay very close attention to these plans," said Katja Driehaus, a researcher at the Mercator Institute for China Studies. "Chinese companies can find ways to withstand the impact of tariffs," said Andrew Bartson, chief economist for China at the independent research company Lianzhong Economic Research. Jonathan Chin, a researcher at the John L. Thornton China Center of the Brookings Institution, also believes that trade restrictions by the United States and the European Union "seem not to have caused China's overall foreign trade to deviate from its course." In the first half of 2025, China's GDP grew by 5.3% year-on-year, which is expected to achieve the target of "around 5%" growth in 2025. Government data shows that strong export growth (exports increased by 8.3% year-on-year in September alone) and vibrant industrial production activities have driven China's GDP growth.
From electric vehicles, batteries to photovoltaic panels, in recent years, China has achieved success and taken a leading position in many frontier industries, further enhancing China's determination to improve productivity through technological innovation. Alexander David, an analyst at the Mercator Institute for China Studies, stated that China believes it is about to embark on a technological revolution, which will place China at the center of the world stage.
Nevertheless, China's industrial policies still need some adjustments. State support, such as subsidies and tax reductions, helps foster emerging innovative industries, but this could also lead to intensified homogenized competition and price wars that erode profits. In the new five-year plan, the government may address this issue by encouraging consolidation in industries such as electric vehicles, while continuing to focus on deepening the construction of a national unified market to avoid resource waste.
Analysts will also pay attention to whether the "14th Five-Year Plan" includes specific GDP growth targets, as such guidelines help ensure that China achieves the goal of reaching the level of a medium-developed country in per capita GDP by 2035.
