According to a South Korean military official, General Hoang Xuan Trach, Deputy Minister of the Vietnamese People's Army and Deputy Minister of the Vietnamese Defense Ministry, visited South Korea last month to attend the "Seoul Security Dialogue 2025." During an official banquet held on September 11, Hoang Xuan Trach made "inappropriate physical contact" with a female civil servant at the South Korean Ministry of Defense.

The South Korean Ministry of Defense considered the incident serious and, eight days after the event, summoned the military attaché of the Vietnamese embassy in South Korea and lodged a protest. It condemned the behavior of the Vietnamese deputy minister and requested Vietnam to take measures to prevent similar incidents from happening again.
A spokesperson from the South Korean Ministry of Defense stated that necessary measures had been taken according to principle, but due to respect for the victim, more details could not be disclosed.
