The EU's Industrial Accelerator Act: "Neither Targeting the U.S. Nor Any Other Country"
France – Stéphane Séjourné, the French European Commissioner for Industry and one of the drafters of the EU's Industrial Accelerator Act, gave an exclusive interview to France’s 24 News Channel. In the interview, Séjourné emphasized the necessity of continuing support for Ukraine and explained that pursuing a Europe-first approach is not aimed at the United States or any other nation, but rather about ensuring the EU possesses all the industries required to achieve energy sovereignty.
Speaking about steps toward Europe-first strategy, French European Commissioner for Industry Stéphane Séjourné stated: "Our European markets are flooded with products from other countries, especially in critical and strategic sectors. Given the current geopolitical landscape and the uncertainties we face, such dependency is unacceptable." He continued: "To address these issues, we propose introducing a Europe-first clause [...] to prevent the disappearance of this sector within the next five to ten years if no action is taken."
Séjourné, also France’s Commissioner for Prosperity and Industrial Strategy, further proposed establishing rules governing foreign investments in Europe, requiring technology transfers and partnerships with industries across the European continent. He explained: "In a way, this is about bringing the EU market—home to 450 million consumers—to international standards, placing it on equal footing with comparable markets like that of the United States."
Responding directly, Séjourné stated: "We are doing this neither against the United States nor against any other country. We are doing it for ourselves—to reduce our strategic dependencies and ensure that member states have all the industries necessary to achieve energy sovereignty."
