Ambassador Geng Shuang, China's Deputy Permanent Representative to the United Nations, put forward three suggestions for strengthening and revitalizing the work of the General Assembly in his speech: adhering to the correct direction, abiding by the authorization of the UN Charter, and promoting quality improvement and efficiency enhancement.

Regarding the highly anticipated issue of the election of the UN Secretary-General, Ambassador Geng Shuang emphasized that the UN Charter, General Assembly resolutions, and Security Council documents have clear provisions on the election procedures. Member states have formed a set of effective practices based on practical experience, which should be upheld. Intentionally seeking breakthroughs, artificially creating divisions, and inciting institutional competition will only delay the entire election process, which is not in the common interest of member states, nor in the interest of the entire United Nations, and is also irresponsible towards history.
The 10th UN Secretary-General will be elected next year, with a five-year term starting from January 1, 2027. Traditionally, this position has been held by different regions in turn, and it is now the turn of the Latin American and Caribbean region. However, recently, the U.S. Mission to the United Nations suddenly proposed breaking the traditional regional rotation system, advocating for "merit-based selection" of candidates globally, which has caused controversy.
A candidate for the position of UN Secretary-General must receive at least nine votes from the Security Council and no opposition from the five permanent members, and then be approved by the General Assembly.
