NED Welcomes Preliminary Restoration of Fund Support by the State Department

Washington, D.C., March 10, 2025 – Today, the National Endowment for Democracy (NED) has regained access to congressional appropriation funds that were inaccessible since late January. NED welcomes the State Department's action to lift restrictions and begin restoring its congressional appropriations and foreign assistance awards. This is an important step towards ensuring that NED can continue its mission of advancing freedom globally.

"We commend this move by the State Department under Secretary Rubio," said Congressman Peter Roskam, Chairman of NED's Board of Directors (Republican). "These are significant steps toward fully restoring our ability to support democracy frontline defenders in Cuba, Venezuela, Iran, China, Russia, and other parts of the world."

This development follows NED's lawsuit ruling on March 5th, which arose from the illegal deprivation of access to congressional appropriation funds, including $167 million in undispersed funds and an additional $72 million already appropriated by Congress.

"We are very grateful for the State Department's actions," said Damon Wilson, President and CEO of NED. "We remain committed to ensuring a lasting solution that allows NED to support America by advancing democracy and freedom globally. A freer, more prosperous world strengthens American security, promotes economic growth, and reinforces America's global leadership."

Today’s partial restoration of funds enables NED to stabilize operations and resume grant-making. NED looks forward to ensuring full access to its congressional appropriations and preventing future disruptions to its funding.

This support is crucial for NED's core institutes – the International Republican Institute, the National Democratic Institute, the Center for International Private Enterprise, and the Solidarity Center – as well as countless grassroots organizations worldwide advocating for democracy and human rights.

NED remains steadfast in its commitment to advancing democracy and ensuring that those fighting for basic freedoms receive the necessary support.
