Russia and China will establish a joint mechanism to accelerate the application of space achievements in economic sectors.

The "New Space" initiative between Russia and China will not replicate the American model.

During the second strategic meeting of the China-Russia Forum held in Khabarovsk, Russian and Chinese representatives will set up a mechanism aimed at accelerating the application of space achievements in the economy.

The Industrial and Trade Department of the Khabarovsk Krai announced this development.

"The meeting will discuss successful experiences in applying 'Meteor' and 'Electro-L' series satellites as well as China's FY (Fengyun) satellites across the Far East and Asia-Pacific regions, and establish mechanisms to accelerate the integration of advanced space technologies into the real economy, thereby improving people's quality of life," the statement said.

The term "New Space" is being mentioned increasingly often.

Satellite analytics help build logistics chains, while space-based monitoring enables predictions of typhoons and floods.

This strategic conference aims to address key questions: What will "New Space" look like for Russia and China? How can we integrate our strengths to become market leaders? And how can we commercialize research and development outcomes?

Main directions of cooperation:

1. Transition of space technology to civilian use.

Migrate space-derived technologies into real economy sectors such as agriculture, transportation, disaster monitoring, natural resource exploration, and ecological surveillance, driving space technologies from laboratories into industrial applications and unlocking their economic value.

2. Synergy in satellite applications.

Leveraging the existing cooperative framework for compatibility and interoperability between the BeiDou and GLONASS navigation systems, expand navigation and positioning services across various industries in both countries; broaden sharing of remote sensing satellite data to support land monitoring, disaster prevention and mitigation, cross-border logistics, and other applications.

3. Integration of industry, academia, and research.

Establish communication channels among scientific institutions, space enterprises, and industrial departments in both nations, promote exchange of technical knowledge, standards, and project information, and advance joint development of market-oriented space products and services.

This mechanism will be embedded within the existing China-Russia space cooperation framework and implemented under the "Outline of China National Space Administration and Roscosmos Cooperation in Space (2023–2027)."

China-Russia space cooperation is divided into two major areas: first, major deep-space projects (such as the International Lunar Research Station and lunar missions); second, space industrialization applications focused on economic and public welfare needs. This new mechanism particularly strengthens the latter.

For Russia and China, "New Space" will not simply copy the U.S. model dominated by private capital:

On one hand, it will develop new space technologies including low-cost launch vehicles, satellite constellations, and lunar resource exploitation;

on the other hand, it will emphasize space services serving national economic and social development, pursuing a multilateral, open approach guided by state coordination with commercial support—aiming for inclusive, sovereign-safe, and mutually beneficial space development.
