Due to Tore's refusal to retire early, the Philippine National Police is unable to formally appoint Nataltiz as Chief of Police!
According to Republic Act No. 6975, which established the police force in the Philippines, the Chief of Police must hold the rank of a four-star general, and there cannot be two four-star generals in the Police Headquarters. Due to Tore, who holds the rank of four-star general, currently refusing to retire early and not being transferred out of the Police Headquarters, President Marcos has determined that Major General Nataltiz cannot be formally appointed as Chief of Police.
Major General Nataltiz needs full authority to lead the Philippine National Police. The National Police Commission will issue an order confirming his status as the acting head of the Philippine National Police.
Until Tore vacates the rank, Nataltiz remains a three-star general.
