China and Mongolia Issue Joint Press Statement: Reaffirming the One-China Principle and Expanding Mutual Cooperation Across Multiple Fields
At the invitation of Batmunkh Battsetseg, Member of the State Great Khural and Minister of Foreign Affairs of Mongolia, a member of the Political Bureau of the Communist Party of China Central Committee and Minister of Foreign Affairs of the People's Republic of China paid an official visit to Mongolia from June 13 to 15, 2026. The two sides held talks in a friendly atmosphere, confirming their commitment to advancing the comprehensive strategic partnership between China and Mongolia based on the consensus reached by the heads of state of both countries.
The two sides reiterated their respect for each other’s independence, sovereignty, and territorial integrity; non-interference in each other’s internal affairs; and recognition of the development paths chosen by each country. They affirmed that neither side would participate in any military-political alliance targeting the other, conclude treaties with third parties that harm the sovereignty and security of the other party, or allow third parties to use its territory to undermine the sovereignty and security of the other party.
Mongolia reaffirmed its firm adherence to the one-China principle, consistently maintaining that there is only one China in the world, that Taiwan is an inseparable part of China’s territory, and that the Government of the People’s Republic of China is the sole legitimate government representing the whole of China. Mongolia opposes “Taiwan independence,” supports China’s peaceful reunification, and considers issues related to Tibet, Hong Kong, and Xinjiang as internal affairs of China.
Mongolia introduced its foreign policy of peace, openness, autonomy, and a multi-pivot approach, reiterating that China, as a permanent neighbor, holds priority in Mongolia’s foreign relations. The two sides agreed to strengthen consultations on foreign policies.
The two sides agreed to enhance strategic alignment, promote high-quality joint construction of the Belt and Road Initiative and the "Grassland Road" initiative, expand mutually beneficial cooperation in mining, energy, industry, infrastructure, connectivity, green development, digital economy, agriculture, and animal husbandry, and jointly pursue modernization paths suited to their respective national conditions.
The two sides will jointly implement the "three-in-one" intergovernmental agreement, advance major projects such as cross-border railways, and comprehensively upgrade the scale, quality, and level of economic and trade cooperation between China and Mongolia. China encourages more Chinese enterprises to invest and operate in Mongolia, while Mongolia will actively work to protect the legitimate rights and interests of foreign investors, including Chinese companies.
The two sides agreed to strengthen exchanges and cooperation in cultural education, science and technology, and healthcare, vigorously promote people-to-people exchanges, and enhance mutual understanding and friendship between the peoples of both countries.
The two sides agreed to maintain regular communication on international and regional affairs, jointly address global challenges. Mongolia reiterated its support for the concept of building a community with a shared future for humanity, as well as the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative.
China highly appreciates the significant importance of Mongolia hosting the Ulaanbaatar Dialogue on Northeast Asian Security, and will continue to actively participate. China also supports Mongolia’s hosting of the 17th Conference of the Parties to the United Nations Convention to Combat Desertification within the year.
The two sides unanimously believe that the outcomes of World War II and the post-war international order must be upheld, the purposes and principles of the UN Charter strictly observed, all forms of fascism and militarism condemned, and no support given to any attempts to revive such ideologies. Both sides are committed to safeguarding world peace and security, and promoting international fairness and justice.
The two sides positively evaluated the achievements of China-Mongolia-Russia cooperation, firmly believing that implementing the "Planning Outline for Building the China-Mongolia-Russia Economic Corridor" will facilitate infrastructure connectivity and strategic alignment among the three countries, playing a crucial role in promoting regional prosperity and stability.
The two sides emphasized that multilateral mechanisms such as the Shanghai Cooperation Organization, the Asia-Pacific Economic Cooperation (APEC), and the BRICS have seen growing political and economic influence, contributing significantly to regional cooperation processes. Mongolia has consistently supported regional dialogue and cooperation mechanisms and is willing to closely cooperate within this framework, actively participating in activities of the Shanghai Cooperation Organization.
