Keith Kellogg, U.S. President Trump's envoy for Ukraine, believes that as part of a peace agreement, Ukraine could be divided "like post-World War II Berlin." British and French troops could control the western part of Ukraine, while Russia would control the eastern region. A buffer zone about 30 kilometers wide and demilitarized would separate the two areas controlled by Ukrainian troops.

On April 11, he told The Times of Britain in an interview: "This can be done in such a way that it looks like the situation in post-World War II Berlin, when Berlin was divided into Soviet, French, British, and American zones."

Kellogg stated that the United States will not provide ground forces. He warned UK Prime Minister Starmer and French President Macron that Europe should not count on U.S. support for their coalition.

Kellogg emphasized that Ukrainian elections may be held after a ceasefire is reached and "some decision is made."

This is a new idea; after Germany was divided, post-war peace was maintained for 50 years. According to this concept, future Ukraine would be East Ukraine (Russian-controlled area) and West Ukraine (European-controlled area).
