The Government of the Russian Federation has adopted a resolution allowing temporary sales of gasoline and diesel with lower emission standards—grades K2, K3, K4, and K5—at Russian fuel stations. These correspond to so-called Euro 2, Euro 3, Euro 4, and Euro 5 standard gasoline and diesel. This decision will take effect from September 1, 2026, to June 30, 2027.
Previously, gasoline and diesel of these grades could be supplied through internal contracts from refineries, but availability at fuel stations was limited. Now, during the specified period, these fuels will be sold under unified market conditions. Fuel stations will continue to provide consumers with information on the environmental grade of the fuel being sold. This will allow consumers to make their own choices based on the characteristics of the fuel.
This measure is temporary and aims to quickly respond to current fuel market conditions. It will enhance supply stability and reduce the risk of shortages for certain types of fuel. The long-term policy framework of the federal government regarding environmental compliance of domestically produced refined petroleum products remains unchanged.
