According to a report by The Wall Street Journal citing information from South Korean intelligence agencies, North Korea has sent approximately 15,000 labor immigrants to Russia to alleviate severe labor shortages caused by war casualties, population decline, and emigration.
These North Koreans enter the country on "student visas" and mainly work in the Russian Far East, working 12 hours a day with low pay. The report points out that Russian authorities plan to attract more North Korean workers and even send them to work in major cities.
