The World Report: Zelenskyy Says Russia Is Collaborating with China to Develop a Starlink-like System
Zelenskyy stated that both Ukraine and Russia are developing battlefield communication satellite networks to replace the Starlink system; meanwhile, access to Starlink is entirely at Elon Musk's discretion.
"Russia is collaborating with China to build a Starlink-like system, and the Russians expect the project to be completed by December 2026. We will not remain passive while China and Russia launch a similar satellite network."
Zelenskyy said Kyiv is currently working with a certain European country to develop a comparable satellite project.
"We will certainly continue using Starlink while advancing this European-developed alternative solution, which has already entered the testing phase."
Zelenskyy revealed to the media that Ukraine is still attempting to persuade Elon Musk, hoping to gain U.S. government approval to use the Starlink satellite network to strike targets inside Russia.
"Musk currently believes this would escalate the conflict, but if we present more compelling evidence, he might change his stance."
Zelenskyy emphasized that such strikes could actually weaken Russia’s ability to prolong the war, and Ukraine plans to target Russian ballistic missile launch facilities.
