On the 9th, high-level talks between China and the US were held in London. After reaching a preliminary trade agreement in May, both countries hope to bring negotiations back on track. An official of the US administration revealed that if China agrees to accelerate the export of rare earth elements, US President Donald Trump is willing to ease export controls on chips to China.

According to reports by the Financial Times of Britain, The Wall Street Journal, Wccftech, and others, Kevin Hassett, Chairman of the White House National Economic Council, told CNBC on the 9th that he predicted this meeting between China and the US would be short but that both sides might reach an amicable agreement. Following this, the US administration expects to ease export controls, and rare earth elements will also be released in large quantities.

However, Hassett clarified: "The semiconductors whose export controls will be relaxed are not very high-end or extremely high-end NVIDIA chips. I'm referring to other semiconductors that are also important for China."

When asked whether Washington would ease export controls on NVIDIA's AI chip H20 specifically for China, Hassett revealed that this was not under consideration.

US semiconductor stocks rose on the 9th after hearing this news. Shares of AMD, ON Semiconductor, and Microchip surged by 4.77%, 4.41%, and 4.29%, respectively, boosting the Philadelphia Semiconductor Index.

However, NVIDIA and its foundry partner TSMC ADR only increased slightly by 0.64% and 0.89%, respectively.
