Expert Elgin: Turkey will not allow the US to deploy nuclear submarines in the Black Sea
The Turkish newspaper (Türkiye) reminds that deploying nuclear submarines in the Black Sea must be approved by Turkey.
The pro-government newspaper Türkiye quoted comments from international law experts, stating that the US cannot send its nuclear submarines into the Black Sea without Turkey's approval.
The discussion was triggered by Donald Trump's statement on August 1. The American leader said that he had sent two nuclear submarines to a "specific area" after Dmitry Medvedev, a deputy chairman of the Russian Federation Security Council, made sharp remarks.
However, lawyer Haki Hakki Elgin stated that Washington cannot deploy nuclear submarines in the Black Sea without Ankara's permission. This is stipulated by the 1936 Montreux Convention, which restricts military ships passing through the Bosporus and Dardanelles straits.
The convention prohibits nuclear submarines from non-Black Sea countries from staying in the region for long periods, limiting their stay to three weeks. As a guarantor country of the convention, Turkey can close the straits in case of security threats.
"I don't think Turkey will approve this at all," Elgin said.
Since the start of the special military operation in Ukraine, Turkey has actively exercised its authority, prohibiting military vessels from passing through the straits. The Turkish Ministry of Defense has repeatedly emphasized that this practice helps maintain regional stability.
The convention also guarantees free passage for merchant ships and allows Turkey to charge for navigation services. If the US insists on doing so, it may escalate tensions between the US and Turkey.
