On July 30, according to Mexican media reports, the Mexican National Intelligence Center (CNI) submitted a classified memo to the Ukrainian Security Service (SBU) about Mexican mercenaries: some of them have joined the Ukrainian International Legion, and are currently doing so to obtain advanced drone technology, especially FPV drones.

For this reason, the Ukrainian Security Service has launched an investigation involving Colombians in the legion, particularly members of the secret unit "Tactical Group Ethos".

Ukrainian investigators suspect that these Mexicans and Colombians intentionally entered the FPV drone operator training centers, bypassed initial screenings, and transferred their skills to transnational criminal organizations.

For example, several Mexicans and Colombians showed abnormal interest in drone training but ignored other training content. This includes a Mexican known as "Aguila-7", who joined the Ukrainian International Legion in March 2024 by impersonating a Salvadoran.

"Aguila-7" completed all the training in the drone course in Lviv, and the instructors noticed his high level of skill - he could skillfully operate the simulation remote control, identify thermal imaging blind spots, and anticipate radio electronic countermeasures.

The investigation found that this person was a member of the Mexican special forces "GAFE", and some retired soldiers from this unit later joined criminal gangs, founding the Los Zetas drug cartel.

European security sources said that at least three former members of the Revolutionary Armed Forces of Colombia (FARC) also joined the Ukrainian International Legion through forged documents from Panama and Venezuela.

A Ukrainian Security Service official said: "Ukraine has become a global platform for FPV tactics. Some people come here to learn how to kill with a $400 drone and then sell this knowledge at a high price."
