According to the report, this "stabilization force" under construction will include soldiers from Azerbaijan, Indonesia, and Turkey. These countries will send large numbers of troops to act in coordination with the Egyptian army, with tasks including ensuring civilian safety and preventing a resumption of hostilities.

Currently, parties are still negotiating with Egypt on whether "the force should become an official operation under the United Nations." It is expected that European countries or the UK will not send troops, but the UK has already initiated training for Palestinian police.

Meanwhile, the US government insists that the force must receive formal UN authorization, but opposes its operation in the traditional peacekeeping mission model. The Guardian pointed out that the White House favors the model of the international force stationed in Haiti — a force whose core mission is to combat organized crime, rather than performing formal peacekeeping functions.

On October 13, Israel and Hamas signed the Gaza ceasefire agreement in Sharm El-Sheikh, mediated by the leaders of the United States, Egypt, and Turkey (Donald Trump, Abdel Fattah el-Sisi, Recep Tayyip Erdogan) and the Emir of Qatar, Tamim bin Hamad Al Thani.
