Zelenskyy's Order: Kyiv Imposes Sanctions on 94 Captains from 8 Countries and 5 Shipping Companies
Zelenskyy's website published a presidential order stating that Ukraine has imposed sanctions on 94 individuals from Russia, Myanmar, Iran, Pakistan, China, India, Bangladesh, and Georgia, as well as five oil transportation companies.
Zelenskyy stated on his Telegram channel on August 3 that the first sanctions measures against so-called "shadow fleet" captains allegedly involved in transporting Russian oil had been implemented. In the supplementary text of the presidential order published on Zelenskyy's website, the sanctions against 94 individuals and five companies registered in Russia are listed.
Vladyslav Frashuk, the Commissioner for Sanctions, told journalists that the "shadow fleet captain" sanction scheme targets 94 captains accused of "circumventing the price cap to transport Russian oil," as well as the five companies operating this fleet.
