Tokyo Chinese restaurant owner arrested for illegal employment

On February 21, a 31-year-old Chinese man operating a Chinese restaurant in Taito Ward, Tokyo, was arrested for employing a Chinese employee without the right to work.

The man is suspected of employing a 26-year-old Chinese national at his Chinese restaurant from early October 2025 to late November. The employee was arrested on February 8.

Police said that the employee worked as a receptionist, but his residence status was "Technical, Humanistic, and International Services," and he did not have permission other than that.

The Chinese man running the Chinese restaurant denied part of the charges, saying, "I knew it was a 'Technical, Humanistic, and International Services' residence status, but I thought it didn't violate Japanese law."

The male employee who was illegally employed was arrested by the Hokkaido police in July 2025 for illegally withdrawing 2 million yen in cash from an ATM at a post office in Higashi-Otaru, Sapporo, and it was also found that he had violated the Immigration and Refugee Control Act through illegal employment.
