The resolution was proposed by Senators Rosa, Bonggo, and Padilla, emphasizing that the former president's deteriorating health condition and aging have led to many medical problems.

Despite the International Court of Justice's medical assessment confirming that he is mentally completely clear and physically healthy, there have been reports detailing a worrying deterioration in Duterte's physical condition during his detention.

Family members who visited the former president claimed that he has significantly lost weight, has a poor appetite, and suffers from various diseases, including Barrett's esophagus, thromboangiitis obliterans, myasthenia gravis, chronic back pain, and diabetes.

Philippine Vice President Sara Duterte also expressed concern about her father's health, saying he looked very weak.
