From October 10 to 12, the 2025 China Mobile Global Partner Conference was held in Guangzhou. On the morning of October 11, Zhong Zhihong, Director General of the Ministry of Industry and Information Technology (MIIT), attended the main forum of the China Mobile Global Partner Conference and delivered a speech.

She stated that the MIIT has resolutely implemented the decisions and arrangements of the Party Central Committee and the State Council, taking the acceleration of deep integration between digital and real economy as the main thread, and achieved significant results in the development of the information and communication industry. Infrastructure has achieved new breakthroughs, with network capabilities entering the era of dual thousand megabits, computing network coordination has been deeply advanced, and computing power scale ranks second globally. The technical system has achieved new breakthroughs, with key technologies such as 5G-A and 6G research and standardization at the global first echelon, and intelligent connected vehicles, humanoid robots, and other smart terminals are accelerating iteration. Integrated applications have created new momentum, with emerging technologies such as 5G, artificial intelligence, and industrial internet deeply integrated with the real economy. New models and business forms continue to emerge, highlighting the role of empowering industrial transformation.

This year marks the year for planning and layout of the 14th Five-Year Plan. During the 14th Five-Year Plan period, the internal and external environment faced by China's information and communication industry will undergo profound changes, with both strategic opportunities and risks and challenges coexisting.

Zhong Zhihong put forward four suggestions.

First, we should focus on building a solid foundation and constructing an intelligent comprehensive information infrastructure, promoting the coordinated development of the dual thousand megabit network. Strengthen 5G-A network coverage in key cities and hot areas, guide 10-gigabit optical networks from technology trials to deployment applications, promote optimization of computing power facility layout, and enhance the level of diverse supply, intelligent scheduling, and efficient utilization of computing resources.

Second, we should adhere to innovation-driven development, strengthen self-reliance and independence in science and technology in the information and communication field, and proactively layout 6G technology research and development, while simultaneously cultivating potential application ecosystems. Accelerate technological breakthroughs in high-end computing chips, industrial multimodal algorithms, etc. Develop high-quality data sets, vigorously develop next-generation intelligent terminals such as smart robots and wearable devices, and build an integrated, full-scenario intelligent interaction environment. Promote the intelligence of everything.

Third, we should adhere to deep integration, enabling the information and communication technology to empower all industries. Implement two-way empowerment actions between industrial internet and artificial intelligence. Develop industrial intelligent bodies to provide high-level support for new-type industrialization, actively expand large-scale applications of information and communication technology in fields such as smart cities, digital countryside, intelligent transportation, and smart energy, and help improve the modernization level of social governance.

Fourth, we should adhere to collaborative governance, creating a healthy, orderly, and sustainable development environment, and comprehensively enhancing the ability to ensure cybersecurity and data security. Accelerate the construction of an industry regulatory and governance system adapted to digital development, and create a standardized, transparent, and predictable regulatory environment. Actively participate in global digital governance, and work with industries from various countries to share market opportunities and achieve mutual benefits and win-win outcomes.

Public data shows that since commercial use began in 2019, China's 5G has built the world's largest network, with standard essential patents accounting for over 42%. Starting from 2024, large-scale deployment of 5G-A has covered 86 major categories of the national economy.

According to data previously published on the MIIT website, as of August 2025, the number of 5G mobile phone users nationwide reached 1.154 billion, accounting for 63.4%. At the same time, the total number of 5G base stations across the country increased to 4.646 million, covering 90% of administrative villages, accounting for 36.3% of all mobile base stations, providing a solid network foundation for industrial digitalization.
