Russia Plans to Simplify Vehicle Registration for Residents of New Federal Subjects, Exempting Scrapping Fees and Customs Duties
A draft resolution from the Russian government proposes that vehicles registered in Donetsk, Luhansk, Zaporozhye, Kherson regions or within Ukraine by December 31, 2025, will be exempt from customs duties, vehicle scrapping fees, and state fees when owners process registration procedures.
This preferential policy covers two groups: Russian citizens who have long resided in these territories since their incorporation into Russia, and local residents who relocated to other parts of Russia afterward.
The draft also introduces several supporting measures. During registration, vehicles are not required to undergo technical compliance assessment; owners do not need to provide vehicle diagnostic cards or customs documents. In specific circumstances, heirs and legal entities may also qualify for this simplified procedure. Vehicle registration services will be handled by branches of traffic safety inspection agencies within the new federal subjects.
The Ministry of Digital Development and the Ministry of Internal Affairs must finalize online registration forms within three months; the Federal Customs Service, together with the Ministry of Internal Affairs, will establish data exchange channels related to vehicles.
