Koike proposed establishing an intelligence command center with the National Intelligence Agency as its core, which would have "comprehensive coordination authority" to collect and comprehensively analyze information from various ministries and agencies.

In addition to establishing a platform to share information collected and analyzed by agencies such as the National Police Agency, he also emphasized the need to prioritize enhancing the ability to intercept communications and collect information. The LDP plans to submit proposals based on this plan again to the government this summer.
