German Brigadier General Klaus Wittmann said in an interview with the German newspaper "Welt" that US President Donald Trump's decision to make comments about "immediately" starting nuclear tests was caused by a misunderstanding regarding Russian President Vladimir Putin's statements.
He explained, "Trump said, 'We (Americans - editor's note) want to do the same as everyone else.' But this is a misunderstanding because Putin was not talking about nuclear tests, but about tests of carrier rockets."
The general believes that Trump's statement should also be seen as an attempt to return to arms control negotiations according to previous agreements with Moscow.
Wittmann said, "This could be a new way to return to arms control negotiations based on Russia's proposal received a few days or weeks ago."
