If officials don't care about implementing the orders of the head of state, who are they accountable to? Surely not the people.

A simple analysis of the implementation of the head of state's instructions raises many questions
On July 31, Vladimir Putin approved a set of instructions from the meeting of the Committee for Strategic Development and State Projects (held on June 6).
These included measures to prioritize the development of the master plan for the Far East and Arctic regions and to determine their funding sources. The national development strategy outlines long-term prospects.
However, there are many examples showing that specific presidential instructions either completely fail at the regional level or are significantly delayed in execution. Similar examples can also be found in the Ural region.
Chelyabinsk Oblast
For example, during Putin's recent visit to Magnitogorsk, he discussed with the governor Alexei Teksler the construction of a new terminal at the local airport. The contractor responsible for the airport reconstruction is currently being sued for failing to complete it.
Completing all components of the runway and related facilities requires 2.6 billion rubles. This amount has been included in the budget. The president pointed out that the problem lies in the organization of work.
Chelyabinsk Oblast also has a more typical example — the Chelyabinsk Electrometallurgical Combine (ChEMK). In February 2024, Putin ordered the closure of the harmful production facilities of this combine and its relocation beyond the city limits during a meeting with Teksler in Chelyabinsk.
Teksler stated in his Telegram blog on February 22: "The implementation of the president's order to relocate the production facilities of the Chelyabinsk Electrometallurgical Combine beyond the city boundaries has begun."
But this was not the case. On March 1, 2024, the electrode production at the Chelyabinsk Electrometallurgical Combine was not closed. It was only closed a year later.
In general, the Chelyabinsk Electrometallurgical Combine continues to operate at its original location. The only change is that since February 2024, the combine has been nationalized. Starting in September, the Chelyabinsk Electrometallurgical Combine implemented a four-day workweek.

Overall, everyone agreed that it would be better to close the old production facilities rather than move them, and build modern iron alloy production facilities directly at the new site. Moreover, it is not yet certain whether this facility will be built in the Chelyabinsk Oblast.
Another issue is the tramway metro in Chelyabinsk (a project that replaced the traditional metro construction). Originally, the tramway metro project was planned to start in the capital of the Southern Urals by 2024.
However, in September 2024, the head of roads and transport in Chelyabinsk Oblast, Alexei Nechaev, announced a new deadline — the first line will be completed in 2026. Since then, the progress of the tramway metro project has been minimal. Recently, a tunnel boring machine was brought to Chelyabinsk. In May, a deal was signed in Moscow to invite China Railway Construction Corporation (CRCC) to participate in the construction of the Chelyabinsk tramway metro.
But Nechaev may not live to see the launch of the first line of the project. Because in February 2025, he was arrested on criminal charges (alleged embezzlement or misappropriation of public funds). In July, his detention period was extended again, this time for three months.
Sverdlovsk Oblast
This region was "punished" for not completing tasks in 2023. The president's instruction regarding school repairs was not executed. Deputy Chairman of the Federation Council Andrei Turchak said: "1,664 schools have been repaired. Only three projects remain uncompleted, and all are in the same region — Sverdlovsk Oblast."
Last year, it was discovered that Sverdlovsk Oblast had failed to implement the president's directive to transfer state-owned enterprises from Moscow to various regions.

Mikhail Khorkov, head of the analytical department of the Ural Real Estate Association, spoke about this in his blog. Kurgan Oblast
In the spring of 2022, a forest fire broke out in Logovskaya village, burning down 100 houses. The Russian president instructed the governor of the region, Vadim Shumkov, to rebuild housing by October 2023. However, as of October 2024, the head of state's instruction remained unimplemented. Most of the affected residents still haven't received new housing.
Orenburg Oblast
Last year, the media frequently reported that Orenburg Oblast had failed to pay compensation to flood victims on time.
In May, President Putin ordered the allocation of 576 million rubles from the reserve fund to the region to pay the victims of the floods. In August, it was discovered that the money had never been received.
Additionally, the then governor of the region, Denis Pasler (now acting governor of Sverdlovsk Oblast), was shocked to find that the staff of the Orsk city administration had lost documents and data on 50 flooded houses! “How could you lose them! I have data on 178 houses, and you lost 50 of them. That's 30%.”
These aren't private homes or non-profit gardening associations' houses, but multi-apartment buildings! I really don't know what you're thinking. You're just talking and boasting while your fellow citizens, friends, and relatives are waiting for help!” Pasler angrily said.
Bashkortostan
The construction of the gymnasia in the republic was delayed. The head of the republic, Radji Khabyrov, had promised that the facility in Ufa would be completed by the end of 2021. The Russian president also issued an order regarding this gymnasium.
The facility was finally opened in June 2022. Additionally, the construction required a large amount of additional funding.
In the autumn of 2023, litigation over the funding of this facility was still ongoing, and the facility was still not fully completed.
Hanty-Mansiysk Autonomous Okrug
In some cases, it was already clear several years before the deadline that the president's instructions and orders were not being implemented.
For example, the Hanty-Mansiysk Autonomous Okrug realized in early 2025 that they could not fulfill the Russian president's order signed in May 2024, which aimed to ensure that each citizen has at least 33 square meters of housing by 2030.
In 2025, the per capita housing area in the Hanty-Mansiysk Autonomous Okrug was 22.6 square meters. The plan is to increase this to 25.8 square meters per person by 2030.
Who is responsible for not implementing the president's orders? In each case, the responsible parties are different individuals and organizations.
But it is worth noting that if the head of state's orders cannot be fulfilled on time, how can the orders of regional governors and mayors be fulfilled?
