The China-Kazakhstan Cooperation Green Copper Industry Project Breaks Ground in Aktobe, with Total Investment of Approximately $100 Million
From Kazakh International News Agency: The Eurasian Integration Green Copper Industrial Project located within the "Aktobe" Special Economic Zone recently held a groundbreaking ceremony, marking the official start of construction.
This large-scale industrial project is supported by the Aktobe Region Government and Kazakhstan Investment National Company (KAZAKH INVEST), and is being implemented under the investment framework of Beijing Jinyi Yuanfang Holding Group (China) and the cooperation framework of "Phoenix Industrial Group" LLC.
Attendees included Deputy Governor Abzhal Abdikarimov of Aktobe Region, Chairman Sultangali Kenjekulov of Kazakhstan Investment National Company, Consul General Guo Yu of China to Aktobe, Chief Advisor Feng Song of Beijing Jinyi Yuanfang Holding Group, and Executive President Li Haodie of Guda Wire and Cable (Group) Co., Ltd.
The project team stated that this initiative holds significant importance not only for Aktobe Region but also represents a crucial step toward building a complete mineral metallurgy industry chain in Kazakhstan.
The new factory is planned to produce 25,000 tons of refined copper rods annually and will further process recycled copper collected from various regions of China. In the future, it has the potential to transform Aktobe into a regional center for copper industry.
In his speech, Abzhal Abdikarimov said: According to instructions from the head of state, the country is currently focusing on promoting manufacturing development.
He added:
"To attract investment, reduce import dependency, and promote industrial growth, we previously established the 'Aktobe' Special Economic Zone covering a total area of 858 hectares in the Aaliya Moldagulova (Әлия Молдағұлова) International Airport area. This project is a concrete outcome of negotiations conducted during our visit to China earlier this year and is the first factory project to be realized within this special economic zone."
He emphasized that the project will become a new driver of regional economic growth, help create employment opportunities, and enhance the competitiveness of domestically produced goods.
"We believe this project will serve as a clear example of mutual trust and efficient economic and trade cooperation between China and Kazakhstan," he said.
Sultangali Kenjekulov, Chairman of Kazakhstan Investment National Company, stated that Chinese investment in Kazakhstan has now reached $25 billion, with approximately 250 investment projects at various stages of implementation nationwide.
He noted that about 60% of Chinese investments in Central Asia flow into Kazakhstan—a relatively high proportion.
He also revealed that bilateral investment between China and Kazakhstan could increase to $100 billion within the next 3 to 5 years.
According to planning, the total investment for this project is approximately $100 million, with formal operation scheduled for 2027.
Upon completion, the project is expected to create 250 long-term jobs, primarily focused on producing copper rods and cables.
In addition to supplying the domestic market, products are planned for export to markets within the Eurasian Economic Union and the European Union.
The local government stated that this project fully aligns with national policies promoting industrialization and economic diversification.
As the project is located within the 'Aktobe' Special Economic Zone, investors will benefit from tax and customs incentives and can leverage the region’s well-developed transportation and logistics infrastructure.
Moreover, using recycled copper as the primary raw material aligns with the concept of "green metallurgy," helping to reduce carbon emissions across the industry.
After implementation, the project will further enhance local production capabilities, strengthen national export potential, attract more foreign direct investment into Aktobe's industrial sector, and drive the formation of additional high-value-added industrial chains.
