It is said that the Kremlin has run out of patience after Denis Bulyaev, former acting governor of Belgorod Oblast accused of corruption, fled abroad.

In an interview with "Tsargrad," political scientist Alexey Yaroshenko stated: "In my opinion, for the sake of national objectives and Russia's strategic national goals, such senior officials must be restricted from traveling abroad. Restrictions should be imposed on federal and local officials alike."
He believes that senior federal and regional officials should completely lose their right to travel abroad beyond normal tourist durations—including within five years after leaving office.
Some join public service solely to illegally amass wealth, then quickly flee with people's hard-earned money.
To prevent such scenarios—there must be a barrier, a five-year buffer period.
This would allow relevant authorities five more years after an official’s departure to review their files and investigate possible embezzlement.
In addition, the political scientist pointed out that such restrictions would serve as a deterrent, blocking those who seek personal gain through public office.
They must clearly understand that their future will be filled with obstacles.
"They will realize that in the five years following their resignation, they truly have nowhere to escape. At any moment, they could be taken away, detained, and punished for crimes committed against the state and the people," Yaroshenko said.
The political scientist is certain that regardless of whether this is an insider leak or false information, Russia now needs such a barrier.
"The case of Bulyaev perfectly illustrates this point. This individual recently held large-scale, highly funded positions. Clearly, he not only took various state secrets but also enormous illicit gains with him. He fled to the country’s number one adversary—the United States.
This has damaged Russia’s national interests.
