Europe's 24-Point Peace Plan: Who Supports It, Who Opposes It?

1. Cease the war and establish an arrangement to ensure that the conflict does not recur, laying the long-term foundation for lasting peace and security.

2. Both sides commit to a comprehensive and unconditional ceasefire in the air, on land, and at sea.

3. Both sides immediately begin negotiations on the technical implementation of the ceasefire, with participation from the United States and European countries.

4. Introduce an international ceasefire monitoring mechanism under the leadership of the United States and Ukrainian partners. The monitoring will mainly rely on satellites, drones, and other technological means, supplemented by flexible ground forces to address alleged violations.

8. After ensuring the stability of the ceasefire, both sides will take measures to improve the humanitarian situation, including allowing family visits across the contact line.

9. Ukraine's sovereignty is respected and confirmed. Ukraine will not be forced to adopt a neutral status.

10. Ukraine receives strong, legally binding security assurances, including guarantees from the United States (similar to NATO Article Five), to prevent future aggression.

11. Ukraine's armed forces and defense industry are not subject to any restrictions, including in terms of international cooperation.

12. The security guarantee countries will consist of European and non-European countries willing to join. Ukraine has the right to independently decide on inviting friendly forces to enter, be stationed, and carry out tasks.

13. The condition for Ukraine to join NATO is consensus within the NATO alliance.

14. Ukraine becomes a member of the European Union.

15. Ukraine is willing to continue maintaining its status as a non-nuclear weapons state within the framework of the Non-Proliferation Treaty.

16. Territorial issues will be discussed and resolved after a complete and unconditional ceasefire is achieved.

17. Territorial negotiations will start from the current line of control.

18. After reaching a territorial agreement, both Russia and Ukraine commit not to change the borders by force again.

19. Ukraine regains control of the Zaporozhye Nuclear Power Plant (with U.S. involvement) and the Kakhovka Dam, and a relevant transfer mechanism will be established.

20. Ukraine gains unrestricted passage along the Dnipro River and controls the Kherson Peninsula.

21. Ukraine and its partners engage in unrestricted economic cooperation.

22. Ukraine will receive comprehensive reconstruction and compensation, including Russian sovereign assets; these assets will remain frozen until Russia compensates Ukraine for its losses.

23. Sanctions imposed on Russia since 2014 can be gradually and partially lifted after achieving lasting peace; if the peace agreement is violated, sanctions can be reinstated through a "rapid restoration mechanism."

24. Negotiations on a separate European security architecture will be initiated, with participation from all OSCE member states.
