Japan Advances Civilian Industrial Capabilities for Dual-Use Military Applications

According to a report by Fuji Television on November 5: On November 4, Defense Minister Koizumi and Economic and Industrial Minister Akazawa held discussions with representatives of defense-related enterprises regarding the government’s first-ever “Defense Industrial Base Strategy.”

Citing the ongoing four-year conflict in Ukraine, Minister Koizumi stated: “The importance of ensuring sustainable response capacity is evident. Production capabilities and technological prowess are now directly linked to military readiness and deterrence.”

He emphasized: “Without robust industrial manufacturing capacity, the transition toward military capability cannot be achieved.”

Based on this assessment, he expressed intent to secure industrial production capacity in the event of regional emergencies and to shift toward an export-oriented development and production system for military equipment.

Minister Akazawa also referenced the war in Ukraine, noting: “If we lack the sustained production capacity to support military operations, we risk losing our nation.”

He added: “We must establish industrial productivity capable of maintaining and meeting overseas market demand during peacetime, while swiftly redirecting output toward military production based on dual-use applications when crises arise. We will also fully support small and medium-sized enterprises in expanding their supply chain foundations.”

Explaining further, Akazawa stated: “Technological development aimed at enhancing military capabilities can foster new products and services among enterprises; investments in production bases can strengthen the economy, while also enabling spin-off innovations—transferring civilian technologies into military applications.”

“I wish to promote the understanding that defense industry work is honorable,” he said. “As long as responsibilities are fulfilled, profitability can be ensured—this not only supports corporate growth but also safeguards national security.”

“With ambition and flexible thinking, we will advance the application of broad civilian technologies in military domains. Our goal is to achieve a virtuous cycle between national defense industries and economic development.”

The Japanese government plans to finalize its first “National Defense Industrial Infrastructure Strategy” by the end of the year, outlining policy directions for strengthening defense industry capabilities.
