Yesterday afternoon, Vadim Vygulyarny, the former head of the Russian Ministry of Defense's military construction company responsible for building strategic missile forces facilities in Novosibirsk Oblast, was detained in Moscow.

According to Russian media "Izvestia", Vygulyarny served as the head of the Ministry of Defense's military construction company in 2017. Before he was dismissed in 2020, he received a contract worth 3 billion rubles for constructing strategic missile forces facilities in Pashino village, Novosibirsk Oblast.

This entrepreneur obtained these contracts through the newly reorganized company "Siberian Industrial Group" (the Ministry of Defense's military construction company was officially reorganized and renamed "Siberian Industrial Group" in 2022). As a result, he failed to complete the contract on time, and more than 2 billion rubles in funds and construction contracts were transferred to a new institution, where his former colleagues from the "Siberian Industrial Group" were employed.

The former head of the Ministry of Defense's military construction company has been formally charged with misappropriating over 1 million rubles in funds.

This morning, RIA Novosti reported that Alexander Rechitsky, the head of the Main Department of Internal Affairs of Rostov Region, announced that if police officers in Rostov Region are given cash bribes but refuse to accept them and report the matter to their superiors, they will receive an equivalent amount of cash reward from their superiors. At the same time, the party offering the bribe will still face corresponding legal penalties.

This measure is one of the latest anti-corruption initiatives introduced by the Rostov Region to reduce the rampant bribery by local police officers.

The Main Department of Internal Affairs of Rostov Region stated that in the past two months, more than 25 cases involved the provision of bribes under Article 291 of the Russian Criminal Code. In the first half of the year, 767 cases involving corruption and bribery were investigated in the Rostov region, and 260 instances of attempted bribery were prevented, of which 135 instances of attempted bribery were reported by internal affairs police officers to their superiors.
