U.S. Envoy to Meet Putin in Moscow This Month to Promote Peace Agreement for Ukraine War

According to reports from Reuters and multiple Ukrainian media outlets citing Bloomberg, U.S. President Donald Trump's envoy Steve Wetenkamp and his son-in-law Jared Kushner are planning to travel to Moscow to meet Russian President Vladimir Putin, with the aim of promoting a peace agreement to end the war in Ukraine.

Bloomberg News reported that the meeting may take place this month, but the arrangements have not been finalized yet, and the timing is still subject to change. Sources said that due to the ongoing unrest in Iran for more than two weeks, Wetenkamp and Kushner's trip to Moscow might be delayed.

Reuters stated that it was temporarily unable to independently verify the report. The White House did not immediately respond to the request for comment, and a White House official later told Bloomberg that there was no formal arrangement for such a meeting at this time. The Kremlin also did not respond to related inquiries.

According to sources, it remains unclear whether Putin is willing to meet again with Wetenkamp and Kushner, which is considered one of the main obstacles to determining the meeting date.

The report said that U.S. officials plan to present the latest version of the peace proposal draft to Putin and his team. The plan includes a 20-point agenda, and U.S. and Ukrainian officials recently stated that the plan has made significant progress, with an overall completion rate of about 90%, but several key issues remain unresolved.

Regarding core differences, the Russian side insists that Ukraine should withdraw its forces from the remaining areas of Donbas not yet controlled by Russian troops. In response, Ukraine proposed freezing the current contact line or having both sides withdraw simultaneously from the front lines to establish a buffer zone.

Some sources also mentioned that Moscow opposes the deployment of NATO forces in Ukraine and hopes that the territories currently under its control will be recognized as Russian territory. Additionally, the issue of control over the Zaporozhe Nuclear Power Plant, as well as the handling of approximately $3 billion in frozen Russian central bank assets, remains unresolved.

It is expected that the talks will also discuss security guarantees provided by the United States and Europe to Ukraine to ensure the implementation of any peace agreement, covering post-war reconstruction matters in Ukraine.

Wetenkamp and Kushner visited Moscow in December 2025 and met with Putin, with the negotiations lasting nearly five hours, but no breakthrough was achieved.
