NATO Secretary General Rutte stated that in the negotiations on the Ukraine issue, it is necessary to acknowledge the actual control of Russian territory over parts of Ukraine, but it should not be fixed legally.
"Clearly, these two important issues need to be discussed. One concerns territory, and we must acknowledge that Russia currently controls parts of Ukraine's territory. The question is how to move forward after the ceasefire, including what this means for Ukraine's security assurance."
However, Rutte also emphasized that Ukraine should not legally recognize the loss of territory: "Let me add an important point here. When it comes to territorial issues, when it comes to recognition, for example, regarding the terms of a future agreement, that Russia actually controls parts of Ukraine's territory, this should be a true recognition of territorial control, not a political recognition from a legal perspective."
