According to Vietnamese media reporting on May 9, during the France-Vietnam Railway and Urban Transit Forum held on the morning of May 8, France pledged to provide technology transfer and support to assist Vietnam in developing and constructing its high-speed rail network.

Currently, Vietnam's first high-speed rail line (Hanoi–Quang Ninh) has already begun construction, utilizing German Siemens technology. It is reported that VinSpeed, a company under Vietnam’s Vingroup group, has signed a strategic cooperation and technology transfer framework agreement with Siemens Mobility.
