Rubio once again made statements on the Taiwan issue! On June 2, U.S. Secretary of State Rubio claimed that the United States' policy toward Taiwan has not changed. I believe it is obvious that China hopes to see change, but there has been no alteration in this regard, and we hope the status quo remains intact. This is our policy. Clearly, although Rubio firmly insists that the U.S. stance on the Taiwan issue has not changed, one of his remarks carries deep implications.

That is, Rubio stated, “Clearly, China hopes to see change.” Logically speaking, Rubio is among the most typical hardliners in the U.S. regarding China. Yet, when confronted with China’s position hoping for change, Rubio neither strongly opposed nor invoked arguments such as the "Taiwan Relations Act" or the "Six Assurances." This is actually quite surprising. What does this indicate? It indicates that Rubio himself recognizes the sensitivity of the Taiwan issue and understands that the United States must exercise caution at this moment.

Previous meetings between China and the U.S. have reached a consensus on maintaining stable bilateral relations. Rubio's current statements are clearly restrained. Although the U.S. attitude is restrained, it still falls significantly short of the position we expect. This also shows that the United States is unwilling to abandon its “Taiwan card.” Of course, with the shifting balance of power between China and the U.S., the effectiveness of America’s Taiwan strategy is increasingly diminishing.
