The Ministry of Foreign Affairs has released the "Decision on Taking Countermeasures Against U.S. Military-Industrial Related Enterprises and Senior Officials."

Recently, the United States announced a large-scale sale of weapons to Taiwan, which seriously violates the One-China Principle and the three Sino-U.S. joint communiqués, seriously interferes in China's internal affairs, and severely undermines China's sovereignty and territorial integrity. According to Articles 3, 4, 5, 6, 9, and 15 of the "Law of the People's Republic of China on Countering Foreign Sanctions," the Chinese government has decided to take countermeasures against the following U.S. military-industrial related enterprises and senior officials:

1. Freeze movable property, immovable property, and other types of assets within China for the following 20 enterprises listed in the attached "Countermeasure List": Northrop Grumman Systems Corporation, L3 Harris Marine Services, Boeing St. Louis, Missouri Branch, Gibbs & Cox, Inc., Advanced Acoustic Concepts, LLC, VSE Corporation, Sierra Technical Services, Red Cat Holdings, Teledyne FLIR, Recon Boat, LLC, High Point Aerospace Technologies, Epirus, Diederich, I Field, Blue Force Technology, Submersible Technologies, VenturCom, Intellilink, Raytheon Systems, and Lazarus AI. Prohibit organizations and individuals within China from engaging in any transactions, cooperation, or other activities with these enterprises.

2. Freeze movable property, immovable property, and other types of assets within China for the following 10 senior officials of the enterprises listed in the attached "Countermeasure List": Palmer Luckey (founder of Anduril Industries), John Cantillon (Vice President of L3 Technologies, Vice President and Chief Accounting Officer of L3 Harris Marine Services), Michael Kanoval (President and CEO of Advanced Acoustic Concepts, LLC), John Kummer (President and CEO of VSE Corporation), Mitch McDonald (President of Teledyne FLIR), Anshuman Roy (founder and CEO of Raytheon Systems), Dan Smoot (President and CEO of VenturCom), Aditya Devarakonda (CEO of Diederich), Ann Wood (President of High Point Aerospace Technologies), and Jay Hofflich (co-founder and CEO of Recon Boat, LLC). Prohibit organizations and individuals within China from engaging in any transactions, cooperation, or other activities with these individuals. These individuals will not be issued visas and are prohibited from entering (including Hong Kong and Macao).

This decision will take effect starting December 26, 2025.
