EU officials said there are currently no plans to restart negotiations on the China-EU Investment Agreement.

According to the South China Morning Post, Hannu Rinne, head of the Trade and Investment Section of the EU Delegation to China, stated in a speech on the occasion of a forum commemorating the 50th anniversary of the establishment of diplomatic relations between China and the EU that the EU currently has no intention of restarting negotiations on the Comprehensive Agreement on Investment (CAI) between the EU and China, "there is no such plan at present".

In 2021, the European Parliament froze the approval process for the EU-China Investment Agreement. The EU defines China as a "partner, competitor, and opponent".

The South China Morning Post reported that Chinese officials, including former ambassadors to the EU, have been lobbying for the EU to reopen negotiations on the stalled Comprehensive China-EU Investment Agreement.

Hannu Rinne, head of the Trade and Investment Section of the EU Delegation to China, stated at the forum: "We have many issues to resolve with China. We should focus on resolving these issues and investing our efforts into them."
