Deep Concern Over the EU's Proposed Restrictive Measures Against Chinese Enterprises Based on the International Procurement Instrument (IPI)

Brussels, Belgium, June 2, 2025

The China Chamber of Commerce to the EU notes that media reports on the same day indicate that EU member states have approved a decision under the International Procurement Instrument (IPI) to impose punitive measures on China. According to this decision, Chinese enterprises will be restricted from participating in public tenders for medical equipment worth more than 5 million euros in the EU market over the next five years. The China Chamber of Commerce to the EU expresses its deep disappointment with this decision and raises serious concerns about the EU's move to restrict Chinese enterprises' participation in the European local medical procurement market.

IPI is a unilateral tool of the EU, and this targeted approach sends worrying signals that not only exacerbates the complexity of Sino-European economic and trade relations but also contradicts the EU's advocacy of open markets and fair competition principles.

It is worth noting that pursuing so-called "market equality" alone cannot escape the logic of history and reality. For a long time, European medical device companies have enjoyed high openness dividends in the Chinese market, deeply participating in the modernization process of China's medical system and achieving significant development. The EU's decision on June 2 failed to fully consider this background, which will have an impact on the trust and cooperation foundation accumulated between China and Europe in the medical field over the years.

Currently, the global trading system is facing high uncertainty. Some countries continue to introduce unilateral tariff measures, seriously disrupting the global market order. In this context, as major economies in the world, China and the EU should join hands to uphold free trade and multilateral cooperation instead of imposing unilateral restrictions and escalating tensions.

Chinese enterprises have always adhered to the principles of legality, compliance, and integrity in expanding their business in the EU market, making substantial contributions to local economic development, technological innovation, and employment absorption.

We urge the EU to reconsider the necessity and long-term impact of the punitive measures it plans to take against Chinese enterprises in Europe based on IPI, avoiding the transformation of policy tools into trade barriers. Upholding an open, fair, and non-discriminatory market environment is not only in line with the common interests of China and the EU but also helps boost confidence and sustainable prospects for the global economy.

The China Chamber of Commerce to the EU will continue to maintain a constructive attitude, communicate with all sectors in the EU, and firmly safeguard the legitimate rights and interests of its members.
