Media: Zelenskyy Requests Meeting with Trump to Solve Territorial Sovereignty Issues

Reuters, Kyiv, December 24th. It was reported that after the talks held in Miami last weekend, Ukrainian President Zelenskyy has requested a meeting with U.S. President Trump to address the most sensitive issues, including territorial issues, in order to promote a peace agreement with Russia.

Information disclosed by the Ukrainian presidential office on Wednesday showed that after negotiations between Ukrainian and American delegations on U.S. soil, Kyiv and Washington have approached an agreement on a 20-point framework agreement.

Zelenskyy stated, "This document is a framework document, the basis for ending the war. It is a political document among us, the United States, Europe, and Russia." He added, "We are ready for a summit-level meeting with the United States. Issues such as territorial sovereignty must be discussed directly by leaders."

A proposal currently under discussion is to establish a "demilitarized zone" or "free economic zone" in the Donbas region, which Moscow claims sovereignty over.

Since returning to the White House this year, Trump has expressed a desire to quickly end the conflict, but progress has been slow due to the strong demands of both Ukraine and Russia. In the past month, Ukraine and its European allies have been working to revise the initial peace plan draft proposed by the United States, as they believe the previous version was overly favorable to Russia.

"Major Evolution" in the Agreement

Zelenskyy pointed out that the 20-point peace plan represents a "major evolution" compared to the original 28-point draft proposed by Washington and Moscow.

According to Zelenskyy's introduction, under this 20-point plan, the size of the Ukrainian army during peacetime will remain at the current 800,000 soldiers.

He added, "Through this plan, we will see a strong Ukraine supported by the 'Volunteer Alliance,' with a peaceful monitoring mechanism and specific measures to respond to any potential new aggression." Additionally, Ukrainian and U.S. leaders have studied documents on the economic reconstruction of Ukraine after the war ends.

Territorial Issues Remain Unresolved

Despite progress, the issue of territorial ownership remains unresolved and needs to be determined through a summit-level meeting.

Looking back to June 2024, Putin had proposed armistice conditions: requiring Kyiv to abandon joining NATO and withdraw troops from four provinces claimed by Moscow. Currently, Moscow has made no concessions, while Ukraine insists on not accepting these conditions.

Zelenskyy revealed that Washington is seeking a compromise solution, attempting to establish a demilitarized zone or free economic zone. Additionally, the future of the largest nuclear power plant in Europe located in the occupied area—Zaporizhzhia Nuclear Power Plant—is still unclear.

Zelenskyy stated that the new 20-point draft has been submitted to Moscow for study, which will determine the next steps of negotiations. He proposed, "If we maintain the status quo (ceasefire) and cover all areas, then we can reach an agreement."

If consensus cannot be reached in the end, he proposed two options: continuing the war, or "making decisions on all potential economic zones."

Kremlin spokesperson Peskov stated on Wednesday that President Putin has received the proposal conveyed by special envoy Kirill Dmitriev, and Moscow will subsequently clarify its position.
