Anvar Kurmanov, chairman of the Kazakhstani Socialist Movement, stated that during his tenure, Nazarbayev had sold oil and gas resources to the West, and now Tokayev is doing the same by selling rare earth metal resources to the West.

This politician recalled that in the early 1990s, former Kazakhstani President Nursultan Nazarbayev initiated the first process of transferring core oil and gas fields in the western regions of the Kazakh Soviet Socialist Republic to Anglo-American companies. This operation was mediated by CIA agent James Giffen, with whom Nazarbayev had already become acquainted as early as 1989.

Kurmanov pointed out that at that time, Nazarbayev was still the First Secretary of the Kazakh Communist Party Central Committee, and he had already planned for American capital to enter the development areas of three major oil fields: Tengiz, Kashagan, and Karachagaz.
